Beth Beltran, MBA
Beth is an experienced manager of transportation programs, having worked for the South Florida Regional Transportation Authority (Tri-Rail), the Florida Department of Transportation (FDOT), Jacobs Engineering and Space Coast Area Transit. As the director of Planning & Development at Tri-Rail, she served as a member of the MPO Technical Advisory Committees for the Palm Beach, Broward and Miami-Dade MPOs; managed federal and state grants/programs; ensured federal and environmental compliance in the implementation of these programs; and participated in the agency’s Legislative Action Plan, including the Full Funding Grant Agreement/Double Tracking Project. While at FDOT, Beth provided technical support to the District IV MPOs, as well as conducted planning and funding analysis of the District’s public transportation projects, including rail, bus, port, pedestrian and bicycle facilities. She holds a Bachelor of Arts degree from Sewanee: The University of the South and a Master of Business Administration (MBA) degree from the Florida Institute of Technology (FIT).

Bolivar Gomez, MA
MPO Senior Planner
Bolivar is a native of Martin County and was born and raised in Stuart, FL. He attended Florida Atlantic University where he received both his Bachelors and Masters degrees. Bolivar’s role with the MPO is managing and overseeing the development of the 2045 Long Range Transportation Plan. In addition, responsibilities include development of the Transportation Improvement Program (TIP) and transportation data analysis. Bolivar is enthusiastic about enhancing the transportation network and creating livable and vibrant communities throughout the Treasure Coast region.

Vikas Jain, AICP, GISP
T.Y. Lin, Consultant Project Manager
Vikas is a seasoned transportation professional with 17 years of experience managing several complex multimodal transportation projects throughout Florida. He served as Consultant Project Manager for Martin MPO’s Bicycle and Pedestrian Safety Action Plan (BPSAP) and Martin County Transit Development Plan (TDP), 2014-2023 adopted by the MPO Policy Board in August 2014. He has extensive experience in developing long-range multimodal transportation/transit system plans, transit service plans, transit operations analysis, capital cost and O&M cost models. Over the past 17 years, he has led multi-disciplinary teams to deliver a broad range of assignments from motorized and non-motorized projects such as bikeway/sidewalk, transit feasibility studies, traffic impact studies, multimodal corridor studies, traffic impact studies, and intermodal hubs projects to a multitude of clients including FDOT, MPOs, municipal clients as well as private sector entities. He holds a Bachelor of Construction Technology degree and Master of Planning degree from Center for Environmental Planning (CEPT), India and a Master of City and Regional Planning (MCRP) degree from the Clemson University, South Carolina.
